not exactly. it means that although the community might not be happy with administration(mostly because of slow responses on some player related issues) people will still play/donate on the server because it's a high quality one. unlike a server with shitty files and/or major bugs which constantly needs "adjusting",but with admins which are constantly reassuring that everything will work eventually
