You have a network on uni that has same IP with lets say 100 mb, and then all this is shared with wireless. And also there is cable net which also goes from 1 big router, if they would be getting a new router and not just simple a network switcher it would be a mess. This way you have a network and different local IP's and just 1 main Router with 100 mbs. You probably got same on your uni but you are mixing local IP with the Internet IP.

dont know where you study but in lol czech my uni has class B IP so it's 65536 internet IPs

Well im not sure i just tought cuz its 1Gb/1Gb line. I did not know that there are some Class B or w/e IPs.
