War hopping

Recently we had incidents with "war hopping".

Clan A has declared war against clan B, but clan B doesn't war back.
Then party of clan B, see how member of clan A is soloing somewhere.
After that clan B declares war on clan A, mentioned party kills poor soloing member of clan A and surrenders war again.

Since we have custom server here, i would like to suggest to change this "war hopping" to smth like:

1. put penalty on surrendering war after it was declared for at least 48 hours (if u declare war, u cant not take it back 48 hours)
2. put a penalty on person which removes war (if some1 surrender, let him loose 1 lvl for doing so)
3. ...

If you want retail like then restore the hero zerk, if you wanna custom server penalize the war. As we say in my country "we fuck all or launch the whore to the river"

I can kill etc members by pressing 2 buttons without buffs so I don't know what you're talking about.
