Can't login problem with the patch

I tried to log in server with some friends and when we are  trying to install the patch or open the updater then a window open and says that " The application has failed to prepare properly (0xc0000135), do click on the nuclear button 'OK" to end the application. " and also to all my friends apeared that message when they tried at their pc to open the updater or install the patch, can u help us please and tell us whats wrong? thanks.

Just a wild guess, from site:

If problems with antivirus or firewall (because it uses encryption and compression of executable files), add the game folder in ignored.

or

If Error: Initialization Error Download and Install Microsoft Framework 2.0 .NET

If Error: LCID, Visual C++ regional and language settings in control panel to russian in advanced window.

The first one is not for sure, i have turned it off to try cause i saw that.
About the other can u explain me please what exactly?
