Doubt about rift and citadel

Hello everybody!
I made a Saint Shillen is lvl 77.
Pagans Temple went to try to get xp, but without success. There's no xp.
So I went Dimensional Rift. Also without success.

My question is: Here is the lethal Off?
As if in a 7x server does not work with the lethal up anywhere?

Citadel is so?
I'm losing hope of winning lvl.

As I am new to the server, do not know where I can level up ...
I have WC lvl 77 and a  SE 77.
Currently only upo in catacomb.

Can you tell me some other place where you can give more exp?

Make 79lvl, then take Seven Signs quest, when you finish it, you will be almost 81 lvl
