DUALSWORD CRAFT STAMP

I want to ask if there is any way to get the Dual sword craft stamp before sieges start? From a quest or anything alse?
I play at the new server Federation X7 and the sieges have not start, so i cant find a dual craft stamp, this is unfair for the the players who use dual sword weapon because they cant use S grade weapon and all the other players can use these weapon of their class. So can any GM fix something for this? maybe this one be able at a shop with more adena than normal price or bayable with RUR.
