GOD problems

Hello, I have problems with the game.
I download it, I unrar the game, I run rpgupdater and when I press start I get the erorr: "LCID: cannot run in this locale".
When I press OK I get next erorr message:
"Runtime erorr!
Program: D:\GOD\system\l2exe
This application has requested the Runtime to terminate it in an unusual way.
Please contact the applications support team for more informations."

Anyone can help me pls?

control panel > region and language > administrative > change system locale > russian

prolly because I use windows7, but i dont have what you wrote me there, but i have
control pannel/clock, language and region but once i get here what should I do?
change display language?
change region?
change location?

change control panel view what is right side under the close window icon , change it to large icons and ull be able to do the others.
