gf with no bugs and nerfed kamaels would be pretty much deal breaker, about archers if im not mistaken they werent so bad even with the bufs decreasing their damage, althou would be nice to balance this part of gameplay aswell

Fixed GF exists for some time now so this shouldn't be a problem. All that remains is to try and balance the gameplay a bit which shouldn't be a problem, the private L2 community has years of experience in GF : ). The major problems which were gamebraking were rush impact and lighting strike land rate. The second problem was that archers were nerfed a bit too much so almost nobody played them.
First problem can be fixed by either reducing land rate or increasing cooldown time. I tend to think the second option is easier to do and with better results overall. You still have powerful skills but you can use them only once every 5...10 seconds.
For archers just reduce the potency of the resist archery buffs and as a result, reduce prannah a bit too.

Seriously, such a server could be perfect with diverse gameplay (all kinds of party setups), all PVP concentrated in one area in end game, almost no instanced epics, balanced PVP. Other chronicles are either too old or too heavy on the PVE side. I'll suggest this to admins but i doubt they would listen to me. You all need to voice your opinions when and if they ever announce a new server!

Archers were not that bad, problem is how op were the kameals.

I am pretty sure depmax have fixed all of the issues in GF and anyone can get the fixed GF from them. As for newer or older chronicles i think everyone agrees that the strong point of this game is (or used to be) the incredible amount of free PVP. And when we talk PVP then GF is by far the best chronicle of L2 in my honest opinion. Too bad they fucked it up in later chronicles.

Since you are talking about editing some things to make the server better pvp wise , you could just  i guess open HB after some fixed time . Hellbound opening always brought more PvP , but i've seen servers dying cuz no1 would care enough to open HB

A GF+ server would be awesome, as you said and most of the people agrees GF+ is the best PvP chronicle so far. Russians would play it definetly. I just don't agree about tweaking anything, RI is just overpowered early game, LS is certainly OP but changing something could create even bigger unexpected unbalances on the gameplay.
Archers were definetly viable, just too end-game and they lack that H5 boost, 83+ skills.

Anyways this will most likely not happen

I'd definetly play a GF+ (epilogue) , or even GF simple. Epilogue has pretty good improvements without ruining most of the game. Hellbound still remains a good place to farm, yet you have some alternatives for dynasty and more places to pvp(but not too many like there are on freya) + the mail system which totally worths. I just don't think they would ever make this, i'm not sure if there are epi off filles out. About nerf yeah... a rush impact chance nerf and LS cooldown increase would boost up the gameplay quality. Just my 2 cents

if it is not problem just to know what is on peoples mind make a vote board. i would certainly love to play HB or gracia final again ,but i think that if u make this server you should think of making it x5-x7 and with  low quest reward no x15 or x30 no way, just my humble opinion.
