Latency Issues

Well I know its a russian / european server but, Sometimes it gets pretty bad for me to retarget / quick target mass pvps, and even in olympiad. Are there any programs that could possible help an NA player ( I know its a long shot but ) cause there is a noticable difference at times when I can't target fast enough even though I'm spam clicking or /nexttarget  .

What programs do you guys use and do they actually help ?

Has nothing to do with lack of skill its the net connection there is literally a .3-.4 second delay in which it will not work as fast as a euro player, wondering if anyone else has the same issue. I know its probably nothing I can do being so far away. But I've played a few euro servers where there was no latency issues and the reaction time from key stroke to action was nearly instant. And my net is no the issue as well, 35 ping, but there is the 150-250 ping when logging into the server that is the problem. Any help would be appreciated thanks.

Proxifier just solved EVERYTHING for me but no one is able to change a facking IP that doesn't work anymore for already 4 months... What's so hard. Nevermind, i forgot admins left and won't read this o/
