Leveling SoulCrystals

Our party killed Anakazel lvl78 (no restriction DR) and everyone had only one Soul Crystal level10 on them and no one got the Soul Crystal to level up, whats up with that ? Is it even possible to get level 11 Soul Crystal on Anakazel ? If not can someone give the correct table on which RBs can we level those crystals please!

If its possible to level from 12=>13 why isnt it possible to level from 10=>11 ? Only in Lineage 2...

wait till h5, even on araki in forsaken playins you will have chance to lvl up
