I bet if whole Item skill Refresh is bugged then everyone will cry as much as they can.

Super simple maths - 4% less reuse = 96% of the whole reuse --> 0.96*240=230.4 which is far far away from 9.6, actually the reduce is 9.6.
PS: This is what I understood by your posts and I just try to open ur eyes. In case it's real what u write then yes- it's a super major bug but I don't believe it at all so please go to school

oh I got it, you missunderstood me, I told you what is the reduce not the final reuse cause It can be lower if we apply other buffs

The issue where the re-use delay reduction effect from Necklace of Frintezza was not applied to song/dances skills has been fixed.

My point is that it was bug in retail also and since they didn't fix it so fast there it means that it is not that easy. And since we are going to use p3[off] it's pretty normal to have the bugs that were/are on retail.

ok youre right its bug and its probably in files that here will be but imo its not worth that much spam like you do .... you live more than year with 1hp ress and that rly annoying bug not like difference between 240 and 230.4 seconds. yeah cuz I asked nicely for test it when the test server was ON, after day or more I asked again and then again and again, so already its not mine fault that I made 3 pages cuz the beta testers answered sh1ts like:
