we are testing Hť part 3 and if the skills are working as they were in retail part 3 than its not a bug and if admins will start updating to part 4 than this feature will be a bug.

no comment, it is a bug, how it can't be if its fixed in part 4, the Tezza Necklace doesn't says anything about: reuse psychical skills and magical skills excluding song and dances.

Super simple maths - 4% less reuse = 96% of the whole reuse --> 0.96*240=230.4 which is far far away from 9.6, actually the reduce is 9.6.
PS: This is what I understood by your posts and I just try to open ur eyes. In case it's real what u write then yes- it's a super major bug but I don't believe it at all so please go to school
