U obviously need to equip any kind of bracelet. Equip the cloak, when its equipped it will appear in ur skills bar, make sure u put it on the bar and use it as normal active skill.

clock of greenary and clock of flame are the same thing?
those info are correct? Effect: weight limit х2,5, +15 M.Def, +2 Speed, +18 inventory slots.
what additional bonus you have when the clock is +4 +6 ect?
is this item permanent?

It is permanent. There are some cloaks for 7 days for less RURs.
