i know nothing about login being down, and it has nothing to do with russians. Depending what ur problem is, there is way to solve it, make sure ur dns is updated in ur cmd. If u still stuck at log in window it may be antiddos blocking ur provider, then u need to contact support. And ur ip will be added manually to the system. Sometimes security programs are blocking the game too. PLease state ur problem in more detail, or simply contact support as i mentioned above.
