I havent played l2 for the last 3 years so i dont know if i miss something  ,but can somebody tell me pls where is the Mercenary Captain on goddard so i can reg for territory wars?

there was not CS for Goddard yet, so you cannot find the NPC for TW.

Well,  CS for Goddard is now 28.12. After that you will be able to register.
