You can't take another part of the quest on same tw, you have to wait for next one.

In total you will need 4 TWs (taking u meet the requirements in each one). That means u need 2 months to get the cloak. If you are patient enough for that i guess you would enjoy the stylish look, cuz thats about all of its usefulness
