Happened to me aswell when the server was under really have lags, funny thing was, L2 was the only thing I was running . Just close the window and start a new client.

after rr still have cheater window

you have orginal client form RPG ? And you run game by RPG-updater ? And it can be some modified files in your client. Check this firstly.
