+3 str / -3 dex
+2 str / -2 con.

Personaly i use:
+4 wit / -4 int
+1 wit / -1 int
And after it depends how you would like to play,with perma agroing others or nuking them?
For 1st i would go for +con - str,since elf is of the races with low con and more chance to get stunned/bluffed.
If you would like to play as nuking,i it would depend also on the set you use,IC Or Draco.With IC i would go for -4 con +4 str (Since elf has pretty good dex already,but low str),with Draco i would use +2 str -2 con.Well,that's my personal opinion.

if it is sub.. +STR -CON

i would take then +STR - DEX.

evasion you don't need because you use heavy. Speed, critical and attack speed you have from wind, hunter and haste sub
