Possible bug with clarity.

Hi, just been noticing that clarity doesn't seem to be working properly, I have clarity level 3 augment, and with clarity 3 + the augment, my rush impact still costs 83 mana thats listed? Sometimes it seemed to be around 75 mana, but with aug stacking with the buff don't you think it should cost a little less? I don't wanna scrap this augment but seems like it doesn't work.

The augment says reduces mana cost of ALL skills.

all skills is low and hard to see difference afaik

With clarity 3 stacked with clarity 3 aug, it shouldn't be that small, 5-8 mana difference? I had clarity on my dagger on retail, and it was very noticeable.
