problem in updater

hello,
          i have had a problem with the rpg updater, i used to run from host fix but now i need to update it and i cant when i double click on rpg updater icon this is what opens.

aplication error
                             the aplication couldnt start correctly(0xc0000135).click ok to terminate the aplication.

i have try downloading it 3 times and its always the same, i disable all my virus shields and firewall and nothing.

also if u know how to fix my problem plz explain it on an easy way i dont know much about computers.
