lvl 10 skills from LS 76 and LS 84 are 100% the same. No difference in landing rates. The only way to boost debuffs rate - nevermind if it is chance skill or active skill, is with jewelry - Epic(antharas, valakas, zaken, frint, etc.) or TW earings.

skill is working wrong.
u can simply cast it. But it should require/consume 20 souls. And here it doesnt.

What does STR changes for dagger users:
1) Critical Rate of BLOW type skills.
15% at 35 STR
18% at 40 STR
21.5% at 45 STR
25.65% at 50 STR
12.6% at 30 STR
2) Lethal Rate, AKA Halfkill rate
3) Skill Mastery - it is affected by STR for all fighter classes - and 13 STR is about 35% difference in activation rate.
4) Focus Skill Mastery  - doubles activation rate of Skill mastery
