All are mistaken about russians using l2r, explanation is a lot simpler:

Getting passed the epic amount of butthurtness since last night, i can say this was the best server start i've ever seen, despite the problem with 40 ppl getting nice gift of 30-40 levels :). But they were deleveled so the harm was half fixed.
I'm wondering if they will do something to improve hardware, so they can increase the 7k limit further.
