"Sticky" Window

Hello
I`m searching for a file or a tip how to make a window "sticky". By it I mean how to make L2 Window to stick to left upper corner of the screen. After this the window should lose the upper bar with the minimize, exit buttons and should be unable to resize. I hope you know what I mean.
