Grade penalty runes not working?

I bought a Level 3 penalty rune at lvl 40 but it doesn't work. B grade and up all still give a penalty. What's going on?

i supose this has something to do with grade penalty not working as it should be in general. Depending on grade difference on should receive penalty up to lvl 4 drasticaly reducing combat abilities, yet now no matter grade gear you equip penalty always is lvl 1

1 level rune - 1 level char, not grade.

with 5 lvl grade rune you can take s grade when being 71 lvl without penalty

i thing you won't be able to put aug on wep btw if you're lover lvl than the aug you won't get it's effect

well, thinking logicaly if you got rune you should get the augment effect:)
