Well they can be top with gear and items (sadly this game is mostly about it) but they are rly bad and handles like 90% russians.

dont know what you consider top party.
If by that you mean the ones that rushes 85 having 20 drivers for each char and keeping all party online 24/7 just to get early advantage, then you are right.
These ppl had no pvp skills or whatsoever, we pvped with them a lot back when we were playing l2ws. Having worst setup and still pulled nice fights vs them, even though they had their vespers 300 element with SA and stuff.
