i never thought this moment would happen but i actually agree with stanx. and this is the main reason why we stopped using the cakes...
If u are in a place like FoG, PI or even back on the earlier stages of game places like pavel ruins, as soon as u drop the cake your farm gets kinda crippled... you will always have over 9000 ppl running around cus of cake. i am ok with the cake buff being for everyone if ppl would just come, get the cake and leave, or even KSing one or 2 trains to fill their vita (i do the same). But most of times what u get is ppl coming, getting cake buff, stay KSing all your trains to refill their vita, after that, they realize they dont rly get bad exp just for siting there KSing your trains non stop, and eventually some goes even further and pick up the drops they can snatch. Also the billions of ppl coming for the cake disrupts  all the mob spawn places making it almost impossible to keep a steady exp rate.
So basically ppl pays for the cakes to have some 'bonus' and they end up getting penalized.
Solutions for this would prolly pass by making it a party buff only and eventually more ppl would buy the cakes but that would bring the problem as Zakalia said... some ppl buy it as clan and just stay farming in places close by so it gets cheaper for everyone. by doing it party item only, the price would prolly have to be dropped a bit.
Another option would be maybe making it like 2 minutes buff instead of 20, maybe ppl would stop hunting it so badly if it would fade out by the time they are in town. ofc this option also brings the downside of ppl just going full retard and go for cake every 2 minutes and then it would be even worst xD
On other option it could become like ally buff or something, but that would be harder to script since it had to be found a way of detection the ally of the person who place it and then identify all the ppl around from same ally.
After all of the thinking i placed on it for some time it got to the point that the party buff thing its the one which makes more sense but that would also eliminate the PVPs for cake spots.

so basicly we pay 500 rurs to  spend 3 days cleaning karma, another couple of hours making the PK cleaning quest and in the middle of all of this have the chance to loose the gear we wearing... makes sense...

If people would just come and take this cake it's ok. They can even ks 1-2 trains to lvl vit. But when u put cake in fog, there's like 2-3-4 party of randoms  grouping, buffing up and stealing ur trains all the time, as well as drop lol. It would be no problem if they would flag with their aoe skills, but they dont so...

imo just add some winter vit event
randoms will go for those, active groups will not move from spot anyway so they can use their cakes

everyone happy, admins can buy next ferrari, and players would really deserve some compensation for those lags / random crashes
