Lagg in diffrent region

Hello.
So problem is realy hard to explain
some ppls in my country "Lithuania" have Big Lagg isues ping is over 2k
so i asked around and some of my friends lives in UK one friend lives in USA and he have no laggs
so as friend in uk or scotland

so what im asking that u would check server proxy or somthing becous allot of ppls that live in Lithuania have lag issues

and lagg apears when server starts to reach over 7,5k Online when its below that we have 1-2 sec delay

i know server is currently under attack of ddos but its not 24/7 and we feeling lag as it is non stop

then other strange problem is whit Loging
we trie to login all servers are shown trafic as "Medium" we have to try for 5min when we can finaly login in server

so please look in to this problem
