this was answered already couple of times, its chars on trade bot. trade bot connect faster and doesnt disconnect so fast, considering the online counter doesnt update every second, the number u see there is the trade bot chars.

Valve has been under intermittent DDoS attack for almost 1year and half already... its just not constant but when it comes it hits hard xD
