Hellbound status?

What's gonna be Hellbound stage at the server opening? Will it be manually opened by GMs or will it be fully closed and the community will have to work on opening it and advancing the stages one by one?

I ask this because I have played on other servers (Dex among others) which started with Hellbound already fully opened and honestly, it sucked.


I know that Hellbound is not _that_ important in High Five anyways, but still had to ask.
