question about IP filter

I have a question about IP filter, does it need some time delay to apply for game after I set it on website?

I have a 100% trustworthy real life friend I share my accounts with. He usually plays from internet cafés so his IP changes every time...after he checks his current IP I try to add it in filter on site, but he still can't log in on my acc. He also had to completely remove the filter from his own acc because of this. He usually gets the message "Change IP filter and change password" while i can still log in from my "old" IP that was already in the filter before.

Ur most probably confusing the real ip with the local network one. The local network one is always something like 192.168.0.x (x = 2...255)

That's NOT the ip you need to use for the filter. To know exactly what his ip is, use this: http://www.ip-adress.com/

Actually he always checks his ip on www.whatismyip.com , and it never so far has started with 192
