Fallen Angel - Request of Dusk quest bugged??? (Federation x7)

I have done all the shadow fox quests and then i chose the dusk request. when i went to speak to the rock to summon the angel it said i need to come alone, but i was already alone. And this has been going on for a long time. I have tried a lot of times but it still says the same thing. Is it a quest bug in the server or do I need to wait for server maintenance or rr for it to work? Its on Federation x7 server
