Last RPG servers were hosted in germany or netherland. Im sure this one is also hosted there and europeans shouldn't have bad pings, except your ISP routing sucks or you're from US/Brazil. Try this registry fix and Battleping.

well ok mby is my problem with net,but still i heared from lot server that some times have lot delays(when server have almost 12k ppl) so  thats why i would ask.thanks for your answers anyway
