found that mov in which you can clearly see in msgs land chance of skills guy use
and its changes if he lose fd aor hit from difrent directions
never seen such and im wondering how to get same, is it ranger feature or smth else?

didnt downloaded the movie,

probably GM enabled that on him so he can see the chance when using skill.

considering rusian farmers + lack of vesper sets + dmg that guy does
I HARDLY doubt its freya
mov is from june so content must be epilogue

As far as i remember Asterios was l2j epilogue with some freya features. They were using Freya client as well, but never saw anything like that before, even on retail Freya frapses. It's most likely some custom feature added.
