Rates+Live Date+ Beta?

When will official vote for rates be?
What else needed to be done so we can get exact announce date?
Is there gonna be Beta before live or you got nothing else to test?
Do you have some new protection system against 3 d pt programs?


ps.Hope you don't open server in end of November , try to hit that it comes up on weekends so all can be available to join 1 st day.
