Guard Stance

Hi, i made TK on 44 lvl moment ago. I received skill called Guard Stance. Its toggle, and on icon it says 'consuming 8 mp' when it's activated it takes 20+ mp per second. Is ist bug? if not why it works so badly?

and then
"MP is continuously consumed proportional to user's level."

so it works perfectly clear when im out of mana in 30 seconds when using it?
