I thought that there cant be nothig more stupid than buff steal from slh but I see I was wrong.
I have tezza + zaken + anthy + mental shield buff + wisdom+15 enchanted for mental atacks and 1,5k m def and some random nuker who have no chances with me use this lol skill which land almost every time (maybe there is something wrong with fear resist?). I can understand fear for 10 seconds but over 1 minute when you can do nothing else than watching how he is killing you spoil the game. Could you make sth with it?

IMO healers are overpovered with they pomanders, 8 nuke augu weapons, oeverpowered heal and oly arenas made for running chickens so... every character can complain for some other, for example for SK fear isnt any problem, but fights with healers are ridicilous sometimes.

Now, no matter how much any resist you have, you always have at least a 10% chance of being feared, or get any other debuff, ofc the lower oponent level is - lower chance.

you got the point nukers can complain that prahnah is OPed (nuker vs trickster - 98% chance that kamalols win), daggers can complain about DA's OPedness, every class can complain about being disamed for several seconds by zerker etc.

Thats no point. Point is that its looks like resists for mental attacks (epics, mental shield, other buffs, pasives etc) doeasnt affect on fear. Thats why ppl enchant it for cost because land rate is very high and time of fear is sick.

enchanting on "cost" also increase success rate - higher lvl skill - higher success rate

It`s more than 10% if we talk about fear. Try to trance some good char (even w/o valakas), u can get out of mana w/o result;)

But i meet some nukers on oly who dont use this retard skill and they win easy, just tactic (or maybe it doesnt land, i doubt:P)

When we play here on gracia final SLB could paralize 50+ ppl without even had a weapon on his hand ... that was terrible, i dont like it too but this is how koreans made it, same sh1t with RI and steal..
So you can deal with it or go back to server where ppl cry on forums about skills and nonfactors admin ruin the server by listen ppl like you

skill's lvl = character's lvl, as i know 

nope, its not. 2nd class skill +1 counts as 76 skill, +4 as 77 and so on. Shield stun for example has 80% base land rate, it means that you need to make it +28 (then will be threated as 85 skill) to have 80% base land rate on 85 enemy

nop its fear problem... when i meet sps/neco/sh on olympiad they spam only fear... its l2j guys i was play on l2ws and there all works excellent. anyway I will stay on rpg-club cuz life is brutal. that skill is OP and I think any post on forum dont change it:(
