Pavel Ruins Auto Teleport

When i go to Pavel Ruins with my character 45 lvl i got auto teleport to dion? Can someone can explain me this?

some kind of farm protection. chars lvl 85 get ported from ant nest to dion as well, you cannot farm in places that are way too high lvl for your character (like 70+ mobs for <50 char)

So what is max difference between mobs and my lvl?

so far what i've noticed, less that 20 lvls. I got ported from pavel with 52 arbalester while 58 lvl was pretty ok.
