40 lvl and cannot shout

i go 20 lvl and i couldnt shout...ok i said they did it to get rid of real gold trade spam....BUT I GO NOW 40 LVL AND I STILL CANNOT SHOUT WTF IS HAPPENING WITH THIS SERVER GUYS....

You need 41+ for shout's.
