I remember with l2utils u could disable crap like  the spam related to the ship anchoring/sailing etc,might be a way for announcements too,try it.

You can always "quite". I don't find announcements anoying at all, in fact i rarely see them ;-) You can't disable them, it's server side.

It supposed to be in both english and russian, like almost every other text on RPG in-game. There are sometimes messages only for russians and that's why they're in russian only. Live with that.

Sure but then why call it International server when even the info is retarded in russian only,for my eyes it could even be that it says what raid is on or how many ppl enemy clan from russians clan have just giving example
