Will rune of exp (50%) stack with vitality and nevit buff from hourglass?

Does anyone else have problems with droping fps after a while (moving around etc?) For example i start with 150+fps  in fields of masacre and after huntin,moving around for few mintues i drop to 90-80 then 60-50. If i restart the client or just the character everything is back to 150+ for few mintues. I never had this kind of problem on other server nor its a cpu problem as everything else works normal.
