People quite because they want a fresh start.
Lineage 2 is all about "pve+pvp" and not "only pve" or "only pvp".
And pve+pvp you can only get is when you level up and grind for gear and fight for spots

Also two super big servers are opening this and next week. One today I think and the other in couple of days.

Maybe GoD? I can tell you nobody cares about that, you can see how miserably it failed here on rpg-club.

Only option is classic as you mentioned, that's what rpg should have done in the first place. They should have opened classic x3-x5 server and it would have "ok" population, because you don't have to grind like nolifer and it doesn't set you back by 10€ every month or more accurately 30-50€ as nobody plays without boxes.
Rpg probably don't have official files for classic, that's why they didn't open it.
And also Russians wouldn't care for classic that much, because they already have 4 official servers which cost like 4€ instead of 10€ and they are majority of population here on rpg servers, so that's why rpg staff are not investing money in classic files.
Face it - l2eu/na is dead more or less.

So to recap what I wrote, the only wise choice would be to open classic server and still it wouldn't be very profitable, but the best choice for us.

Since when people asked for x1? x1 is pretty bad even for h5.
x3-x7 is way better. These are not 2006-2012 years when people had much more time and l2 was still kind of "new". All those oldschool players are not teens/students any more, most of them are adults with RL stuff going on. And you know l2 doesn't attract new players. Kids don't want to start playing mmo which is more than 10 years old, especially h5 or below. If they even start playing lineage, that's probably on official server which is long time not l2 any more as we all knew.

As we all know h5 servers last till first heroes on most servers and couple of month here on rpg and GoD+ chronicle (whatever the fuck current one name is, nobody cares anyways) failed miserably here on rpg as we see with 600 online.

I can't agree that EU clan stopped competing. "EU" side is simply integrated into Russian clans. The main issue is that those people who were smart/good enough to make a "factor" side stopped playing L2. And you can't blame them. Real life is real game we will play till our death. Also the real life part is really sad, makes me cry knowing that things will never be fun as they used to be.

I don't think there are any GE files.
As far as I know only IL, GF and H5 (excluding the older ones) normal files exist.
Anyways I'd probably vote for H5 ~x10. Nowadays people are too tired to farm like back in the old days.
Other option would be GF x15.
H5 has better pvp system and there are more stuff to do in H5.
In GF it's way too huge of a grid, especially dyna sets and tiat and attr crystals.
