Did something change with Cabrio (and other sub RBs) respawn window?

Yesterday Cabrio spawned ~1h after the window ended.
Today, the window ended at 21.00 MSK, and we are still waiting for it.

Is it really 12+8 or maybe 12+10?

It's only normal that there are many russian-speaking ppl in the server, but still, you can communicate with most them.
Maybe not in the best way possible, but being kicked out of a party because of speaking english? Then you've obviously been extremely unlucky, because that's never happened to me.
