It happens sometimes in ramdon places. It usually solved If you press 'Esc'.

Try the followed options:

Did you installed the client downloaded from RPG CLUB? If not, download and instaled it.

Did you check the version on Lineage II on Launcher?

Yes, you can be sure that lag/delays are by DDoS attacks.

Why it isn't easy to fix?

Because the DDoS attacks simulate the common behaviour of normal players trying to log in.

I dont know what are the admins doing but I know how difficult it is.

Just be patience.

I'm not asking about rates, I mean the drop/spoil information like recipes and that kind of stuff.

For example, in http://base.rpg-club.net/ you can find that the Rec: Majestic Leather Armor (60%) is available for spoil :

This information is not in other databases like pmfun, so, Can we trust in the rpg club database relative to drops and spoil is correct in Union?
