No one will not change hardware configuration before starting becouse no one precisely doesn't  know what online will be on server.

What will it give for them?If the clan don't want recruit a new members or discussion about politic before server starting it will give nothing for them.

There are two Russian clan was announced,as well,another clans or teams was announced on russian forum...Some of our clans are in formation progress or don't  wish to represent itself before starting,
