And about the red part, how exactly is that our fault? The community is free to do what they want, be it pve or pvp. And if you look at the last 2 years, it's been the same on all new servers. They have some pvp at start until one of the sides quits for whatever reasons, then everybody starts to cry "pve server, no competition". It's either the newer chronicles fault, or the community that just got bored with the game and it avoids long commitments. Personally i think it's because people just jump from server to server and with each new chronicle there is more and more to farm, thus when one side will be overpowered, it will go in pve mode so they can catch up. But because of a lot of farming involved, the other side will get bored waiting for them and ... "win" the server and quit. Sad but this are the facts.
boss jewlery, skill enchants, attribute stones, talismans and this is just from the top of my head is what destroyed l2. do you really wonder why servers don't even last for a few months nowdays? at the start you have mass people enjoy the game, mass pvp on almost every major leveling spot and shit like that but after one clan starts locking down epics most of the people realize they will never be competitive again so they give up. it's funny seeing "top" clans complain about no competition when they are the cause of it. why don't you break up in 2 clans and make some? i guess everyone would like to farm for whole day and whine about it instead of fixing it. kids nowdays get butthurt too fast so i guess this is the reason for it. they can't stand losing so they rather stay in their pve bubble and complain all the time.
if there are people that would actually like to start they will never do it on "old" servers because it's impossible to catch up at this point. if you work, go to school or have anything time consuming you can forget about being a factor now or at any point in time. if you want to be your best bet is to have friends in the top clan or dedicate your life to the game for few months before you can even do anything but by the time you're done new server will open anyway.
one of the best pvps i had were before all of this shit they started to patch in the game. back when there were only two things mattered and that was level and gear and most of the servers were selling gear in shop so that wasn't the issue. everyone could start at any time and had the chance to change the server (depending on rates). the sad thing is most of the servers were shit because of corrupted admins and/or retarded donations like +16 weapons/armor and/or some equippable tattoos that gave unrealistic stats and shit like that.
how can some people can keep rerolling over and over again just wasting pointless time on private servers. why don't they just start on live server instead of grinding 24/7 for 3 months and then repeating it all over again on new server? well it is their own time but in my eyes it's pointless. it must be nice still going to high school eh?
tl;dr: new server won't fix anything. i'm not saying this because i'm against new server, i would actually like to see it because i know it will be amazing for a few weeks after launch but after a month or two when a one clan will start to dominate it people will start to leave. and this cycle will repeat with every new server. such is the life of private l2 servers.
