USSR [x15] Support / System.dll

Every time I load l2, I get a error message, "This application has failed to start because system.dll was not found. Re-installing the application may fix this problem. " I've reinstalled l2 3 times as well as the Russian updated, deleted the system folder, and just downloaded the whole patch from the site as well as the gracia final client twice and still get this. Can anyone please help me!
