From my house two people play pretty much every day from the same IP. I think the rule is "3 clients/person" not "3 clients/ip". Even so, I would like to hear an official response to this too

There is no need to be a pc expert to realise this:
RPG server and your PC are connected via internet.
This means a lot of hardware and also a lot of cables.
Some hardware can manage quite a lot of data failures that is sended/recieved between rpg's server and your pc.
Even your modem can fail, but stay online and you wont feel it. It's mostly a dslam that got overloaded for some millisec and cannot transfer some data correctly.
Sum: you must live with this like anyone else. It's rare btw, but happens.
