I THINK THAT what you said was: the chars listed here (https://forumen.rpg-club.net/?p=banlist) are chars of people that got all of their chars/accounts banned for breaking the rules somewhere else and system listed their x30 chars in there with the reason of their actual "crime" that was commited elsewhere.
