Title: Warlock anchor (binding cubic)

I am a 75 warlock here and curious, does that cubic works like it should here or not?

In all my gaming here I can count on my fingers how many times it landed, and if it lands, the effect is on for like 4 seconds, not more.
To make matters worse, if my character hits the anchored NPC, the effect disappears immediately.

I want to hear other opinions about this issue. Does the NCSoft apart nerfing banes, fucked the last remaining AL factor to the win or it is made by RPG-CLUB?

asked a WL friend ingame and he said it works fine so dunno...

Afaik its 15 sec debuff(-50% speed/attack speed and some other crap),and after that  10 sec anchor.
