I would like to ask what re-use time Chant of Victory (doomcryer lvl 78) has. (with no song for re-use nor seraphim buff)

You OE it now for Decrease Speed Penalty by the way, not time.

i kinda think he know that, because he mentions reuse buffs not acumen buffs
